Outi libaries consists of the Oulu libraries and 22 smaller libraries around the Oulu area. The Comics Library Sarjasto is a part of the main library and a collection of comics can be found in all of the libraries. The comics library of Oulu Comics Center has been made a part of the OUTI libraries and can be used by the public also.
The Oulu City Library is a part of OUTI libraries. All OUTI libraries are located in the Oulu area and are actively working together. Other OUTI libraries are the Hailuoto, Ii, Kempele, Liminka, Lumijoki, Muhos, Oulu Comics Center, Pudasjärvi, Pyhäjoki, Raahe, Siikajoki, Taivalkoski, Tyrnävä and Utajärvi libraries.
